   ## What does this PR do?
   
   Fixes a race in the fork-build status synchronizer. The PR event previously 
waited three seconds and selected the first workflow run on the branch. GitHub 
can expose the fork workflow run later, which leaves a required `Build` check 
in `action_required` even when the matching fork build succeeds.
   
   This change:
   
   - Polls for at most 60 seconds, querying only `build_main.yml` and selecting 
the run whose `head_sha` exactly matches the PR head.
   - Lets the scheduled status synchronizer recover existing `action_required` 
Build checks by resolving the current PR fork and head SHA, then backfilling 
the real run status and metadata.
   
   The observed case was #11428: its fork Build run for the current head 
completed successfully, while the upstream synchronizer received an empty 
workflow-run list and created `action_required`.
   
   ## Validation
   
   - `git diff --check --no-index notify_test_workflow.yml.orig 
notify_test_workflow.yml`
   - `git diff --check --no-index update_build_status.yml.orig 
update_build_status.yml`
   
   GitHub Actions will provide the compile and test evidence for this 
workflow-only change.
