We have addressed the remaining documentation and test suggestions: - Documented the cluster-level, homogeneous dynamic-slot assumption. - Documented that tag-filter mismatches are intentionally excluded from generic capacity-shortage statistics. - Added regression coverage distinguishing tag-filter mismatches from genuine capacity shortages. - Updated ScalingRecommendation.isValidAt() Javadoc to point callers to AutoscalerView#getLatestEvaluationRecord() for the current lifecycle state.
