Thanks for the detailed report and the local measurements. Since the `Build website` job only needs to validate the docs changed in a PR, building every released snapshot in both locales is wasted work, and the 155.6 min vs 12.9 min comparison makes that clear. I see you've already opened #12614 to limit the check to the current docs and the latest snapshot — thanks, I'll take a look there. It would help if you could note in that PR which Node and Docusaurus versions you used locally, so others can verify the timings and confirm the output still matches (534 en / 534 zh-CN current pages).
