URL: https://github.com/apache/seatunnel/issues/12819

   ## Parent

   - #12366 — [Fix][Connector-V2] Route Paimon fixed buckets through
multi-table sinks

   ## What to build

Define and implement the behavior when a routed row contains a table ID that
is absent from the `MultiTableSink` route map, so the runtime policy is
explicit and consistent with skipped-table handling.

   ## Acceptance criteria

   - [ ] The behavior for an unknown table ID is documented in the routing
contract.
   - [ ] The implementation follows the chosen policy without silently
misrouting data.
   - [ ] Tests cover the unknown-table case and the existing skipped-table
behavior.

   ## Blocked by

   - None (can start immediately).
