The design's bounded contacts-only scope, cursor pagination, explicit replay-on-restart behaviour, and mock-server test boundary are suitable for a first slice. #12831 is the active implementation lane; please keep design and implementation discussion linked there rather than opening a second connector patch. The PR still needs review and its Build is action-required.
