Thank you for turning the agreed `Locale.ROOT` direction into #12826. I verified that the patch confines the production change to `Calendar.getInstance(..., Locale.ROOT)` and adds round-trip coverage under en_US, th_TH, and the Japanese calendar; the required Build job is green. This makes INT96 writing independent of the JVM default calendar while retaining the existing UTC rule. #12826 is now the review lane, so please keep any follow-up and CI feedback there.
