Thank you @TFGSUMIT for taking the time to investigate the TiDB CDC
resolved-timestamp problem and share the Python sketches in this PR. Exploring
these ordering cases and bringing them to the community is a useful
contribution, and we appreciate your effort.

Closing this PR because the Java runtime fixes are already merged in
[#11113](https://github.com/apache/seatunnel/pull/11113) and the slow-region
follow-up [#11407](https://github.com/apache/seatunnel/pull/11407). Current
`dev` uses the minimum region resolved timestamp and retains unmatched commits
until their prewrite events arrive. This PR adds standalone Python sketches
rather than a change integrated into the Java TiDB connector, so it does not
contain an additional runtime fix to merge.

This PR remains the record of your original exploration and authorship,
alongside the linked merged fixes. If a separate case still reproduces on
current `dev`, please bring the reproducer back here; we would welcome a
focused Java regression test and follow-up fix, or reopening the discussion to
work out the missing behavior together.

We'd love to keep building SeaTunnel with you! Please join [SeaTunnel
Slack](https://s.apache.org/seatunnel-slack) and say hello in the
**#contributors** channel. It's a good place to discuss your next contribution,
find collaborators, and work through an idea with the community. Thank you
again for giving your time and care to SeaTunnel!
