A couple of things to keep in mind for the PR: - Please keep the en and zh docs in sync, with the same per-release sections (2.3.13, 3.0.0, dev) and the same entries under each. - Don't forget the second part of the ask: adding a release step so that the `dev` section is renamed to the actual version number on each release. Feel free to include it in the same PR or link a follow-up if you'd prefer to split it.
