Thanks for spotting the negative-scale boundary. Fixed in 1ba0fb4e8: the Oracle row is split into NUMBER(scale > 0) → DECIMAL(precision, min(scale, 18)) and NUMBER(scale < 0) → normalized to DECIMAL(precision - scale, 0) (or narrowed types when decimal narrowing applies), with a note that missing precision/scale default to 38/18. The OceanBase Oracle-mode Number(p,s) row now also states the s > 18 cap (DECIMAL(p, min(s, 18))) and adds the s < 0 case.
