The CI gate cited in my previous review has changed: Apache PR signal and Build are now green, so the prior PR-signal action_required instruction is obsolete. Source Issue 1 remains: restore the strict tag-mismatch assertion in ResourceManagerTest.java:474-497 so the closed manager gate cannot make it pass vacuously. Green CI does not resolve that coverage flaw. Please make that focused test correction; the other listed recommendations remain non-blocking. This is an unchanged-head CI/merge clarification, not another full source review. No local runtime testing was performed.
