Minor tweaks to some doc strings in the test suite.
* subversion/tests/cmdline/svntest/actions.py
(create_failing_hook, enable_revprop_changes, disable_revprop_changes,
create_failing_post_commit_hook): Fix typos, improve wording and accuracy.
