Replace dead link to Apache http bugzilla entry and move the section about
Apache httpd <= 2.0.48 digest issue to deprecated FAQ section (English only).

* site/staging/faq.html: Replace dead link and move to deprecated section.
* site/staging/faq.ja.html, site/staging/faq.zh.html: Replace dead link.
