I've checked it after your hint, without wicket:it tags, but unfortunately the 
result was the same.
I\ve set setStripWicketTags(true) and viewed generated source. There were no 
wiclet:if tags, but this didin't help.

as for block elements, that is my html file fragment (i think it's fine):
