SqlTimestampConverter drops the date portion of a Timestamp

When SqlTimestampConverter#convertToString is called, it formats the Timestamp
with DateFormat.SHORT,
which returns only the time portion of the Timestamp. Since a Timestamp
represents an instant in history,
information is being lost.
The Date and Time should be be returned.
