HybridUrlCodingStrategy incorrectly decodes url parameters on redirect

When using HybridUrlCodingStrategy and encoded parameters the following happens:
- In some cases HybridUrlCodingStrategy does a page-redirect to get an explicit
version nr (i.e. http://localhost/page gets redirected to
http://localhost/page.5).
- However the redirect URL is not the same before the version nr as the
original URL, part of the URL path gets urldecoded, resulting in
page-parameters that are different from the ones in the original link.
