I am still seeing this issue in 1.4.9. The following code in
BookmarkablePageRequestTarget is suspect:

final Map<String, String[]> requestMap =
requestCycle.getRequest().getParameterMap();
requestMap.putAll(pageParameters.toRequestParameters());
return pageFactory.newPage(pageClass, pageParameters);
I am thinking that it should be:
return pageFactory.newPage(pageClass, requestMap); //use the new map we just
constructed
