What we are going to do here ?
The order is the same as in previous RCs of 1.5 (after WICKET-3761).
Reordering is possible with custom IHeaderResponseDecorator. See 
org.apache.wicket.resource.aggregation.AbstractResourceAggregatingHeaderResponse.
