Added the two-run test you suggested
(`incrementalSyncWatermarkAdvancesAndDoesNotReprocessSyncedCommits`):
sync a multi-commit backlog, append a couple more, sync again from the
watermark, and
assert the second backlog leaves out the already-synced versions. Kept the
`getSnapshotAt` call-count test too.
