Thanks for working on this.
I think you can declare Util.encodePath() as a static method and therefore
there's no need to declare a new Util variable.
Also, it's not clear from the first look how you come up with the symbols to
set in the static initializer block in URIUtil {{DontNeedEncoding.set()}}. I am
working on the similar patch for ServletUtil.java, and would like to know how
do the same.
