note that this is a cherry pick and I'd like the code to match trunk as much as
possible, so I haven't made changes I would otherwise do (to the logging in
particular). the only diff between this and trunk is I added "."s at the end of
the javadoc first sentences, so as to keep java8 happy. That can be forward
ported to trunk to make sure they are both consistent.
