this patch includes the testing.md file I'd copied from s3; thought I'd kept
that out pending reworking, but clearly not. will revise
checkstyle complaints mostly spurious (naming of {{_1MB}} constants, tests
given explicit {{test_010_upload()}} names to ensure ordering in junit,... And
complaining about .* static imports which is compliant with our guidelines.
