After a bit of a hiatus, I'm now resuming work on this JIRA. The plan is to
recut what I have already done as a spec for Hadoop developers only. Once we
get some agreement on that, I'll extract out a doc for downstream developers
and one for end users. As long as we get the main dev spec done by beta1, we
should be fine. The other docs will just be a reflection of that.
