I don't want to encourage things in, say, hadoop-common being marked as Public 
just because I want to use them in, say hadoop-hdfs. And limited private 
{mapreduce}, well, we all knows that means "any yarn app". FWIW, Scala's 
ability to limit scope to part of the package tree is nice, though It just 
forces me to put things into the org.apache.spark package tree when I need to
