fix failing TestConfigurationFields; checkstyle & javadocs.
Fix was done by moving mapreduce.outputcommitter.factory.scheme.s3a to
mapred-default, updating TestMapreduceConfigFiles to handle
PathOutputCommitterFactory fields and fs-specific schemas
checkstyle & javadocs are at the limit of what can be done: its complaints
about FileOutputFormat & s3guard files are unrelated, and the length ones are
about URLs in javadocs & other things which can't be shortened.
regarding the 443 error, maybe it was 444: I've added both for now with a
comment. Given how rare it is, we could pull that case (leave the exception
around for future though).
