See: HADOOP-15813 which forces Jetty to reuse sockets. I confirmed the socket
is reused for KMS, but it should apply to any Hadoop Jetty clients.
I don't recall if the symptom was lots of CLOSE_WAIT sockets. But worth give it
a try.
