Hi Uma,
According to Steve, the servlets may not get init'ed until the first HTTP
request. In filter-init-exception-test.patch, we throw exception inside
init(). Is the exception logged after http server started and right before the
first http request? So it may be impossible to check the filter without a
HTTP connection.
