trying to build with the docker container running on an ami in ec2. doesn't
work if you are root:
Step 29/36 : RUN groupadd --non-unique -g 0 root
---> Running in cab19c4b3f56
groupadd: group 'root' already exists
probably easier to add a new user than my vm than anything else.
the real fix would be to note user == 0 and skip the useradd/groupadd there,
but you'd still need to deal with the detail that root's home dir isn't
/home/root, ...
