Good catch. I think we can remove the mechanism for number of acceptable
findbugs, release audit, and javadoc warnings completely. The first two are
already controlled by exclusion lists, so it's better to be explicit and put
the warnings to ignore in there. And javadoc warnings can always be avoided, so
any that we have are a mistake. If this makes sense I can file a JIRA to remove
this mechanism.
