I am fine with that. That also makes my show what warnings changed JIRA
HADOOP-8312 more or less complete.
As part of the JIRA to remove the acceptable warnings count we need to also
make sure we clean up all of the existing javadoc warnings, and filter/cleanup
all of the existing findbugs warnings. Common has 13 javadoc exclusions and
hdfs has 8, although it looks like those numbers are off because there are 16
total javadoc warnings when I run test patch on the base with a noop patch.
Also there are 20 findbugs warnings, all of them are from tools
