I see FsAction.implies(FsAction), which for example can be used to check that
"rw-" implies "r--" but does not imply "--x". Is this what you had in mind?
Is this structure sufficient to cover NTFS ACLs? It seems like this would
cover checks of UNIX-style permissions + file ownership, but then an NTFS ACL
could still disallow.
