Yes the @Before and @After are not needed for TestHarFileSystem, but they only
create a few files and directories and then delete them. I don't see that
causing too much overhead compared to the convince of having a single file to
look at for the har tests. But if you feel strongly otherwise I am fine with
leaving them separate.
