If I'm getting this correct, this seems to be an eclipse issue, right? Can you
try the following, changing the binding phase of the protoc plugin to
'process-resources'? While this is not 100% correct, it may do the trick (by
binding it to a phase that eclipse picks up and is still before the compile
phase).
