There are specific {{isHealthy()}} tests for HDFS; in {{DistributedFilesystem}}
in branch-1; {{HdfsUtils}} in trunk -tests used by layers above.
All filesystems have the right to be unhealthy; we should make the probe
something each FS can implement, with a probe operation that can be called
independent of the underlying FS.
