I have marked this a blocker for 2.1.0-beta, per conversations on the dev list.
I think the next steps are:
# verify the doc captures all the items that affect compatibility
# the policies for the not-newly-proposed ones are accurate
# the newly proposed policies are reasonable
# improve the presentation, if need be
Will gladly incorporate any feedback.
