Agree. I add a configuration property 
{{hadoop.security.crypto.codec.fallback.class}}, and user can configure a 
fallback to JCE implementation when the openssl one is unavailable. We will 
also check the default and fallback crypto codec using same algorithm and 
padding. 
By default, there is no fallback.
