Let's address the javadoc warnings in HADOOP-11082. This is not new code, so
it seems likely to be a build XML / configuration issue. Since
{{test-patch.sh}} compares the old and new javadoc count, the fact that this
adds a few more warnings won't make anyone else's build red.
