Well, since there is only one root user but we can specify multiple in the ACL,
a better name might be "superuser key ACL". Even so I don't think terms like
"root" or "superuser" from UNIX translate well, since the ACLs here are richer
and finer-grained than the UNIX concept of a superuser. The name could also
read as this being an ACL for a "root key". Hence why I recommended "whitelist
key ACL".
