tap-to-junit-xml is licensed "under the same terms as Perl itself", which is
either of GPL or Artistic. Including a GPL work is right out, but somehow we've
never gotten a resolution on Artistic (ref LEGAL-64 and LEGAL-86).
If we optionally downloaded the file at build time then we'd be fine. Since
we're including it in the source we'll have to check. I'd be happy to file the
LEGAL ticket, but the legal affairs committee usually prefer when questions
come from PMC members.
