Good point, let me communicate with Nate to get it done in big patch (where he 
will fix style warning as well).
NetUtil.java changes are already in IPv6 branch so this import will not be part 
of only include/exclude list patch.
I think that it is easier to follow history if I don't add those changes in my 
patch as it will add new file, let me know if you disagree please, I can pull 
that in here as well.
