...in HADOOP-10775 I'm doing a patch which helps with winutils. The code in
{{Shell}} also looks for {{hadoop.home}} as a system prop. I'm not changing any
policy, though have fixed bugs related to quoted paths (i.e. a single quote
triggers in {{IndexOutOfBoundsException}}
