# {{WINUTILS_FILE}} is canonicalized during build up; some logic to handle IOEs
raised in {{getCanonicalFile()}} and {{getCanonicalPath}} -impossible but
caught & converted to FNFEs.
# tested on windows; all is happy
# updated deprecation javadocs
