I also am very interested in this, but also not a Jakarata member. I have done some work with this. My version class gnereator is at http://chalktools.sourceforge.net/quickstart.html (sorry for the ugly out of date page.)

Over at the krysalis (http://krysalis.org) we have the ruper project for downloading a version of a jar. Ruper has the idea of compatible version. 1.1 is compatible with 1.1.2 but not with 1.2. You can get some information on ruper at http://krysalis.org/cgi-bin/krywiki.pl?Ruper
