it's not possible to release anything without the active permission of the committers for the component. if they don't have much time and trust you then making you a committer will significantly reduce the time they need to spend making this release happen.
Is the general (albeit unsaid) stipulation that in order to be a release manager for component X one must be a committer for it? I have no problems with that, just curious.
there's quite a lot of stuff that you need to commit. without commit rights, it's just not possible to act as the release manager without CVS access. in particular, the release manager performs the cvs tagging which cuts the new release.
you can certainly organize the release plan, provide the necessary energy and supply patches for most of the stuff that's required. what you can't do is act as the release manager since you can't commit any of it.
