Sorry for the slow response - I know I've been taken away from open source for the last couple of weeks and I guess John's been busy too. We are certainly open to contributions from non-committers but seeing a patch makes it much easier to judge :) Personally I'd prefer patches against cli2 but that's because I'm aiming to have that codebase adopted for release sometime soon - by no means a certain thing.
Proposing / discussing possible improvements on the list would be a good start and if things look interesting then someone should create a bugzilla entry to stop things being lost (sorry if you've entered one already - I'll check those tomorrow). Whether you need to supply a prototype probably depends on whether we understand your idea properly so I'd recommend chatting first and supplying code later unless you have things ready to go.
