Proposing / discussing possible improvements on the list would be a 
good
start and if things look interesting then someone should create a 
bugzilla
entry to stop things being lost (sorry if you've entered one already - 
I'll
check those tomorrow).  Whether you need to supply a prototype probably
depends on whether we understand your idea properly so I'd recommend
chatting first and supplying code later unless you have things ready 
to go.
