Ok, should be easy to do. I'll wait to hear back from gump what's going
on with xalan's 2 week failure, as jelly isn't even attempting to build
at the moment. *sigh*.

I'd suggest having two gump descriptors:
jelly (the core)
jelly-taglibs (containing projects for each taglib)
