Secondly, [collections] faces a size problem. [collections] could accept many good ideas (there are hundreds of good possibilities for predicates, and I've already rejected four or five), and this is another good idea. However, there has to be a scope limit and boundary at some point.
This refusal to add too much more to [collections] is due to - the lack of active maintainers - the size of the resulting jar file - the negative reaction to [collections] 3.0
Which is a long way of saying, Good Idea, but -1 on adding it to [collections].

Matthew,
Ok, I was just getting worried there. Usually the developers are somewhat quick to respond. I at least expected something like "good idea" or "that's stupid." :-)

Is nobody monitoring the collections project?
I'd consider adding your patch to Bugzilla as an enhancement.
Nobody has responded to your message for 2 days -- but that definitely doesn't mean that nobody is monitoring [collections]. It just means that nobody has had the time to respond.
