In that case, I'll opt to change the minimum to 1.4. There are use cases for IdentityHashMap within the code, plus that takes care of the XML parser dependency. I have posted a revised project proposal [1] in the SCXML section of the jakarta-commons wiki [2]. The only change is the minimum JDK version.
