We have an open source license for Clover, it works for the org.apache.*
packages only. I'm not sure this allows us to redistribute it though.

Covertura looks fine for the source packages we release. However when I
work on the code coverage I appreciate the more detailed information
provided by Clover. We can use both tools: Clover privately for the
coverage work, and Covertura for the public reports.
