[vote] xmlschema 1.0.3 release

I would like to propose we do an XmlScheam 1.0.3 release which would 
include a fix for the circularly referenced schemas. I would've liked to 
wait a big longer, but we are hoping to do an XFire release next week 
and would like to see this fix included. As always, I can be the release 
manager :-)
